EVERGREEN SPEEDWAY 2010 TRACK REGULATIONS & RUNNING RULES


TRACK RULES:

1. Pit Access road speed is 5 mph. While waiting on the access road to get into the pits, all vehicles should be single file in the right lane. Passenger cars must stay in line; they cannot drive to the front.

2. Everyone entering the pits must have a paper pit pass and a wristband that proves you signed the release form. The release form holds the speedway, sponsors and officials not liable. Your Paper pass must remain ON YOUR PERSON at all times.

3. To enter the pit area you must be a minimum of 16 years of age. (People between 16 and 18 must have a current minor release form signed by both parents or legal guardian/s)

4. Pit passes will be sold only at the pit shack and Speedway office

5. Drivers: Driving suits are highly recommended. Long pants and long sleeve shirts are a Minimum requirement. No Nylon clothing allowed. The Top Four NASCAR classes require a fire retardant driving suit.

6. Any persons in pits working on or being near a racecar are to wear long pants and no open-toed shoes.

7. No personal cars in the pit area without parking pass.

8. No personal cars on pads. Pads will be assigned to a person paying for this pad. No other car may use the pad without prior approval.

9. No motorcycles, ATV’s, motorized scooters, carts, bicycles, etc, in pit area without prior permission.

10. When qualifying is not used, all cars must check in with scoring. This is the driver’s responsibility!!!

11. Speed limit (on pit road) off the track is 5 mph. (fine or penalty or loss of a heat race)

12. No testing on the 5/8-mile oval without the approval of officials.

13. Changes of driver at any time will not be made without advance notification to Track Officials. When the race is in progress, changes must be made in pits only. If a driver change is made during a red flag condition, the car must relinquish its position when the red flag is withdrawn and restart at the rear of the field. A driver is ineligible to receive points for a race in which he or she has secured a relief driver for the purpose of enabling the driver to compete in a second race while the first race is still in progress. An eligible driver may drive any qualified car in any event

14. One person shall remain with each racecar at all times. NO EXCEPTIONS!

15. Any racecar leaving the Speedway during a racing program must be re-teched.

16. All engine changes/replacements must be approved by the tech BEFORE starting work.

17. All parts, tires, etc, must be removed from the speedway the day of the event. Car numbers must be on all tires and wheels. Any tire left at track will subject that cars driver to a $200.00 fine and loss of 5 points per tire.

18. Waste oil must be placed in barrels. Minimum fine of $200.00

19. No foil numbers. Cars without visible numbers will not be scored. (See “Number/Marking” Addendum.)

20. All cars must have windshields. A White 6” number in Arial Italic font must be in UPPER RIGHT CORNER (not required for demos.)

21. Drivers wishing to start in the back of any event must notify the pit steward before the cars line up for their event.

22. Once the car is in the line-up (pit area and track surface) working on the car is prohibited, except adding or removing air from tires.

23. All Rookies must start at the back of all events for two weeks. Rookies must have yellow tape on the rear bumper. (Does not apply to demos.)

24. No car to be left at speedway overnight. Any car remaining on premises without prior permission will be considered property of the speedway and disposed of at our discretion. Any costs arising from such shall be at the expense of the owner and/or driver.

2010 RUNNING & DRIVING RULES

1. The Director of Competition will be the sole authority in the pits with regards to the

Running of the races. The Director of Competition and the Starter will be in charge of on-track competition. The Director of Competition will handle all protest.

2. The Starter will be in charge of competition on the race track but will also be in voice

contact with the Director of Competition and other officials.

3. Officials will establish the race event procedures, starting positions, length, frequency and administration of all events and programs. When their decision is rendered, that decision will be final and binding.

4. The driver or registered car owner must direct any complaints, disputes, questions or problems to an official.

5. When asked to remove a part or tear down for tech inspection and you refuse, you are subject to a fine, disqualification and/or suspension.

6. The driver or registered car owner must submit any protest to an officials’ decision in writing. The Protests must be given to any NASCAR Official or the Director of Competition within 30 minutes of the official decision being levied and accompanied by a $300.00 protest fee. Only the driver or registered car owner in the same class may submit a protest.

A) Mechanical Protests will be handled in accordance with the 2009 NASCAR rulebook.

B) To protest scoring you have 30 minutes from the time of posting. Protests must be received in writing from the driver or car owner to a NASCAR Official and accompanied with $300.00 protest fee.

7. Protest, complaints, disputes or problems will be handled in the pits at the completion of that race or completion of the nights racing. COMPLAINTS ARE NOT TO BE MADE TO THE, SCORERS OR ANNOUNCERS. ANY DRIVER/CAR OWNER OR CREW MEMBER WHO GOES TO THE TOWER BEFORE THE RACING EVENTS ARE COMPLETELY FINISHED TO DISPUTE A CALL WILL BE SUSPENDED AND/OR FINED.

8. Any driver stopping on the front stretch to argue with an official in regard to an officials’ decision will be automatically disqualified from the event and fined. It is possible that you will be suspended for further events in addition!

9. Any driver or crew member who is injured or involved in an accident must submit to a check by the medical attendants. Any driver involved in a serious accident will not enter or re-enter a race until the officials and medical attendants give their approval. Medical transportation from the race track to the hospital, is the driver’s responsibility unless Evergreen EMS transports.

10. The driver’s meeting is mandatory. Driver must attend.

11. Permission must be obtained from the Director of Competition before any practice or safety laps are taken, other than the designated practice time.

12. Any unauthorized persons entering onto the racing surface during race conditions will result in a

disqualification, penalty, fine, or suspension to the person and affiliated driver.

13. Any competitor or crewmember, who has a pit band, partakes of any alcoholic beverage, stimulants depressants, or tranquilizing drugs or is otherwise under the influence, will result in disqualification, removal from pits and a minimum fine of $500.00 along with a suspension. Driver of any crew member violating this rule will also be fined suspended and/or docked points.

14. Any competitor or crew member who participated in a fight in the pits or on the race track or on the premises will result in a minimum of $500.00 fine, suspension, and/or loss of points and positions in the event.

15. Any competing car, whose speed has been reduced to the point where it could cause a safety problem, the car may be removed from the racing surface at the option of the officials. Any car that caused two or more yellow flags in the same event may be flagged, and removed to pit area for consultation. Return to the race is at discretion of the Director of Competition.

16. Time trials, may consist of a warm-up lap or laps; and one or two consecutive timed laps. If you pit after one timed lap, you will not be permitted to re-time. If you do not time in with your class, you may be required to start at the back of the slow heat and slow main event.

17. Any car continuously unable to start under its own power may be liable for a penalty or disqualification from the event or from the complete program. All cars must start the main event under their own power.

18. Any driver or crew that does not take their car to the line-up grid, when requested to by the officials, may be required to start at the back of the line-up for that event.

19. If a car is under powered on the track, when racing is in progress, the driver must stay in the car with seat belts fastened until directed otherwise by an official, except in case of a fire or rollover, or any emergency in which the drivers safety is compromised. Failure to comply may result in penalty, disqualification and/or suspension.

20. No racecars will be allowed on the track until the track has been opened for official practice or racing.

21. No person shall be permitted to ride on the outside of a racecar or any other vehicle at any time.

22. No speeding in the pits. You must use caution while driving in the pit area or you will be subject to a fine or suspension. No donuts, burn outs, etc, allowed in the pits. We need to keep the pit area safe for drivers and all others.

23. YELLOW FLAG-When the track goes yellow, whether it is a yellow flag or yellow light, you will slow down and maintain your position. No racing back to the yellow, no passing allowed, failure to do so could result in being put to the back of the field. If you are unsure what position you are in, get in line nose to tail. (pull in behind driver position you are questioning) We will get you your spot! If you are involved in an incident you will blend into the pack and where you cross the start/finish line is where you will be lined up by scoring, unless the driver is penalized, thus resulting in going to the back of the field or being black flagged. The line up will revert back to last completed green flag lap. Cars causing the race to be stopped, involved in the incident, shall start to the rear of those not involved. This rule shall apply at all times and even if enough laps have been covered for the race to be called a complete race. If there is no restart drivers will be scored and paid on the positions they would have held in a restart. Interpretations of involved or interpretation of immediately will be left to the discretion of the track officials. The race will be extended beyond the advertised distance when the race is under caution before the leader completes the last lap. The race will conclude with one attempt of a green, then white, then checkered flag. Any subsequent restarts will be with a green and white together then the checkered. All additional laps will be counted and scored.

24. RED FLAG- Cars must come to a complete, safe stop. Drivers are not allowed to move their car off the track on a red flag. Drivers may exit the track, only by permission of an official or when the track goes to a yellow condition. Failure to abide by this rule could result in a penalty. STOP WHERE YOU ARE, AS QUICKLY AS YOU CAN DO SAFELY, AND WAIT FOR YELLOW FLAG, AND/OR OFFICIALS DIRECTION. EVEN IF WRECK IS NOT NEAR YOU, OR OTHER CARS ARE MOVING!!!!

25. BLACK FLAG – All drivers must obey the black flag, failure to do so will result in disqualification or not scoring the car until the black flag is obeyed. If you receive a black flag during a caution, you will pull into the 1/5 mile and be accessed your penalty. If you receive a black flag during green conditions, you must go to re-entry to be accessed your penalty. Two black flags in one event will result in a disqualification from that event.

26. On any start or re-start, you will always receive the green. If the official does not like the start They will then throw the yellow flag, and re-start the race. Drivers on the front row of any race, get two chances on the original start. If two starts are waved off, they go to the back of the pack. Drivers involved in an accident on the start may go to the back of the field if the officials deem it necessary. When a race is stopped before the completion of one lap, there will be a complete restart, (except any car or cars that caused the yellow or any car or cars that aren’t in line for the re-line up). If any car is causing a delay in the start of the race, it will be the flagman’s or steward’s discretion as to the placement of that car.

27. On the original start of any race, drivers may not pass until they cross the start/finish line/. If a Driver does jump the start he will be assessed a one-lap penalty. On a re-start, a driver may not pass until the green flag is thrown.

28. Cars not in the line-up when called will lose their starting position.

29. All cars/drivers must be ready and gridded at staging area when called for pace lap, and under no circumstances is a car not in the starting line-up to enter the race after the completion of the green flag lap, except cars that have lined up and started the pace laps.

30. If a car drops out while gridded in the pits, the car will be realigned by the officials. If the car drops out while on the race surface, the affected row will move straight ahead

31. When a race is stopped after the completion of one lap, cars will be lined up single file in the order they were running on the last completed green or yellow flag. Only upon officials signal, does field line up double file. Remain single file until directed.

32. A racing event may be stopped at the discretion of the starter or steward at any time they consider it dangerous, unsafe to continue or due to time constraints, regardless of number of laps completed.

GENERAL:

1. Unsportsmanlike conduct by drivers will not be tolerated. An appropriate penalty will be issued.

2. Verbal or physical abuse of anyone will not be tolerated. Minimum suspension of one (1) week, a fine, or both. No foul language at any time will be tolerated anywhere on premises. Use of middle finger as viewed from stands, will result in fine, and or suspension.

3. Any driver or crewmember entering another pit space to confront someone will receive a minimum suspension of one (1) week, a fine of $500 and a loss of 5 championship points. Drivers are responsible for crewmembers and will be assessed this penalty if their crewmember violates the rule.

4. The WHELEN All-American Racing Series Rule Book is utilized in conjunction with the Evergreen Track Regulations. Evergreen Regulations will always have precedent and may be changed during the season.

5. Any illegal parts will be impounded and will not be returned. Cars deemed illegal may be confiscated for further inspection and/or removal of violating components.

6. No riding on trailers, racecars, or tow vehicles.

7. All added lead must display the car number. Must be bolted in securely with a minimum of 2 bolts/mounts. Lead lost during the race may result in a penalty. Must be painted white, and weigh minimum of 5 pounds per piece.

8. All vehicles must remain in their pit stalls until the completion of trophies for the last event.

9. No alcohol or drugs on county property at any time. Violation will result in fine, suspension, and/or loss of points.

10. No obscene message of any kind will be allowed on racecars, tow vehicles, etc. This includes any derogatory or negative message about speedway officials or related.

11. Anyone injured at the Speedway must check in with our medical staff before leaving the grounds to seek medical treatment. If you don’t feel well after leaving the racetrack, consult your physician immediately!!

12. No barbecues or open flame containers for cooking.

13. No firearms allowed at the Speedway.

14. No pets allowed at the Speedway.

15. No glass containers allowed.

16. Drivers are responsible for the conduct of their owner and crew.

THE FOREGOING RULES ARE EVERGREEN SPEEDWAY RULES AND FALL UNDER THE HEADING OF LOCAL TRACK RULES AND ARE THEREFORE NON APPEALABLE TO NASCAR
